Thousands out in Ziro streets to protest killing of teenager

ZIRO, Oct 9: Thousands of people took out a candle light procession at Hapoli Township this evening seeking immediate arrest of the miscreants responsible for the death of Late Hage Hassang. The school boy succumbed to his injuries after an attack by unknown miscreants at Govt. H. S. School’s campus on Oct 5 last.
Hassang’s friend was allegedly sexually assaulted at around the same time of the attack.
Spearheaded by Apatani Students Union (ASU) and Apatani Youth Association (AYA), the rally started from Subansiri Stadium, Hapoli and culminated at Govt. Hr. Sec. School, Ziro, where the teenaged school students were attacked.
Talking to this reporter, ASU Secretary Hage Kano informed that they have already submitted a memorandum to the Lower Subansiri Deputy Commissioner urging him for immediate arrest of the culprits involved in the heinous crime, within seven days failing which democratic movement will be launched. While terming the law enforcing machineries a total failure in Lower Suabansiri district HQ, he expressed resentment for not speeding up the investigation. Stating that though the FIR was lodged by the victim’s parents on Oct 5, he said that, the police have not made any significant progress so far. He appealed them for speeding up the investigation and charge sheet the culprit(s) at the earliest.
Taku Chatung, president Apatani Youth Association told media persons that murder of Lt. Hassang and rape of his friend on Oct 5 last is an exceptional case which needs exemplary punishment.
Tapi Tai, Secretary, Apatani Cultural & Literary Society (ACLS) appealed the law enforcing authority to intensify night patrolling and initiate befitting action if any youngsters are found roaming late in night to prevent such incidents.

ITANAGAR, Oct 9: “There are always two sides in a conflict which needs to be presented. A journalist should always report objectively,” said the eminent journalist Bertil Lintner in his key note address while giving an insight into his extensive work on ethnic conflicts.
He was addressing a huge gathering on the first day of the two-
Lintner is the former correspondent of Far Eastern Economic Review and currently the Asia correspondent for the Swedish Daily Sevenska Dagbladet as well as contributor to Asia Times online, Hong Kong and Jane’s Information Group in the UK.
He spoke extensively of media’s role on conflict reporting giving insights into problems being faced by journalists while reporting from conflict zones.
“Sharing food and living together doesn't mean, journalists will write for the persons or the group,” Bertil said citing example of his writings and days with the NSCN and emphasizing on the importance of factual and objective reporting.
“A reporter should never be biased. In the long run, truth is always the strongest weapon for solving conflict,” he believed.
To a question thrown by senior journalist Pradeep Kumar Behera on finding solution to the two warring groups upon a conflicting situation, Bertil made it clear that journalist should never try to find solution to any conflict, rather should provide objectives for the people to find ways to solve them.
“Finding solution is not our job. We just need to present stories from both sides so that people can decide on their own,” he said.
Earlier, after inaugurating the programme, Vice Chancellor Professor Tamo Mibang stressed on media’s role in conflict situations. Highlighting regional and world media scenario, he said, “It is mankind who creates problems and hence they should settle the problems by themselves, people make demands based on political, economic and social demands, therefore it is the need of the hour to look into these areas of media’s role in facilitating peace in such situations.”
Citing that media is playing a crucial role in facilitating peace in the society, Professor Mibang said such seminar would boost the state media to deal with conflict situations in a better way. He further hoped that the two day conference will give platform for everyone to exchange ideas in tackling conflict like situations.

The two day conference is being organized by the Department of Mass Communication, RGU in collaboration with a local daily and is supported by IGNOU, NHPC and Department of Disaster Management, GoAP.
GBs, EDC join hands in wildlife protection

PASIGHAT, Oct 9: The Gaon Burahs and Panchayat Members of Mebo circle along with the wildlife officials conducted a joint patrolling inside the Daying Ering Memorial Wildlife Sanctuary (D’ Ering WLS) in East Siang district recently.
Before the joint patrolling, the village headmen of Borguly, Seram and Namsing villages had never thought that the sanctuary close to their villages was blessed with nature’s bounty.
Notified as Wildlife Sanctuary in 1976, the sanctuary had been facing rampant encroachment, illegal trespassing and poaching on wild animals. But, the glory of the sanctuary has been seemingly revived after trespassing and hunting was restricted to some extent since last two years. The wildlife officials with limited staff have chalked out strategies to protect the wildlife flocking in the sanctuary and nearby areas. Moreover, a well defined Eco Development Committee (EDC) has been constituted including the Gaon Burahs and PRI members of the fringe villages. The EDC members in a meeting held during June this year resolved to help the wildlife department in conservation works and keep strict vigil on the suspected movement of suspected poachers around the sanctuary.

The mighty Siang and Sibiya rivers flowing amidst the sanctuary has created many a large and small islands, while the large water bodies have been formed at the confluences of the two rivers.
The D Ering Wildlife Sanctuary has been bolstered with the frequent movement of herd of elephants. Though the elephants don’t stay inside the sanctuary throughout the year, yet their arrival shows good sign as the presence of elephants in the sanctuary minimizes the possibilities of illegal trespassing by hunters and smugglers which may go unnoticed by alert forest guards.
It may be mentioned that the recent camera trappings conducted by WWF reveal that the wild species were thriving freely to and fro in the sanctuary. It also captured movements of the carnivorous animals in the sanctuary during the night hours.
Provide training in construction trades, CM to VTPs
ITANAGAR, Oct 9: Chief Minister Nabam Tuki today suggested the vocational training providers (VTPs) to focus on providing training in construction trades. He observed that at the moment mostly trainings are being provided in trades like hospitality, beauty, wellness and spa.
“Arunachal Pradesh is developing fast on the infrastructure front. Lots of construction works are being undertaken as well as are in the pipeline. We need skilled manpower for these projects. Therefore, I request the VTPs to offer training in construction trades to our youths,” he said.
Speaking during the inaugural function of the one-
Tuki asserted that as agreed upon by the VTPs placement of trainees should be 100 percent after successful completion of trainings in respective trades.
Admitting that many trainees may not fit the bill even after completion of their training thereby facing rejection by prospective employers, the Chief Minister suggested the VTPs to take more time to train such ‘below average’ trainees.
He, however, accepted the fact that not all trainees will find placement and will return to the state. For such trainees, he said, the state government will evolve a mechanism for their gainful employment as per their skills.
The Chief Minister also suggested that skill development should be categorized for
easy identification of trainings to be provided. He said graduates or degree holders
may be taken under ‘Level 1’ category and skills identified for them for training.
Likewise, he said ‘Level 2’ may be for Higher Secondary pass-
Skill Development and Employment Generation Parliamentary Secretary Tatung Jamoh said that the workshop is an opportunity to review the progress of the programme and formulate strategies for the future. He too expressed optimism that all issues would be resolved during the workshop.
The inaugural function was also attended by Industry Secretary S S Ghonkrokta, Govt of India representatives from Directorate General of Employment & Training (DGET) and National Skill Development Council (NSDC) and various VTPs.
Pema advocates Bhoti language to preserve and promote cultural heritage
TAWANG, Oct 9: Minister UD, Tourism, Art & Culture Pema Khandu in a public speech at Kitpi in Tawang urged the need for special Bhoti language class for all in the line of Adult Education programme.
He said that “Every one of us should learn Bhoti language in order to better understand, preserve and promote our culture and heritage”.
He also stressed on education of the younger generation and exhorted the villagers to be more responsible parents in imparting education to the coming generation.
On the issue of Mon Autonomous District Council, the Minister called for a united effort from all the sections by rising above petty differences.
Speaking on agriculture, the Minister termed Kitpi area as the rice bowl of the district and appealed the villagers not to forsake agriculture but to go for cash crop cultivation by adopting modern methods of agriculture.
Earlier today, the Minister inaugurated the office of the Circle Office at Kitpi.

Nubo Bridge over Siang River to be functional soon
YINGKIONG, Oct 9: The Nubo bridge over Siang river will be functional from December 2014 as the super structure of the bridge has already been completed, informed Tani Taki EE (PWD) Yingkiong Division during the 10th District Level Monitoring Committee meeting held yesterday at Yingkiong.
Chairing the meeting, Upper Siang District Deputy Commissioner Dr. Tariq Thomas said that the Motor Vehicle owned by Departments and private persons must obtain the High Security Number Plate to ensure safety measures. He also suggested all departments to keep their progress and status report updated as third party monitoring committee and DLMC will conduct site inspection. He also instructed the concerned officers and executing agencies to supervise and monitor the works strictly so that quality of works is not compromised.
DPO J Diyum informed the house that the third party monitoring team engaged by the state government has given some observation which requires field inspection of some projects by the District Level Monitoring Committee and submission of report to the Govt. accordingly.

ABK women wing nab 3 drug paddlers, hands over to police
PASIGHAT, Oct 9: In continuation to their efforts to eradicate drugs and other social evils from East Siang district, the Adi Bane Kebang Women Wing district unit nabbed three persons in connection with drugs peddling last evening.
A team of ABK WW which has been keeping vigilance of suspected drug users and paddlers in the district, made a surprise raid in the houses of the suspected persons at Upper Baskota area of Pasighat township at around 7 PM last evening and nabbed three persons namely Osen Takuk, Tabimang Pabin both originally from Parong Village under Boleng police station in Upper Siang district and Okong Tabing from Upper Baskata.
Later the team handed them over to the police. The police registered a case (no.118/2014 U/s 17(A)/20D (II) (A) NDPS Act 1985) and put them behind the bars. Along with ganja and opium, Police have also recovered a cash amount of Rs. 30,100 from one of the opium peddlers, informed OC Pasighat PS N. Riba.

ITANAGAR, Oct 9: In a joint operation by the Forest officials and IRBN personnel along with the members of Arunachal Green Environment Mission, more than hundred sawn blocks of timbers were seized at Balijan on Wednesday. The team patrolled the areas to check illegal sawing of timbers which is believed to be rampant in the area.
132 KV transmission line commissioned
Department cautions people
ITANAGAR, Oct 9: The newly constructed 132 KV double circuit transmission line from Hoj to Itanagar has been successfully tested and commissioned on September 22 last. Informing that the line is under charge condition since then, the department has cautioned the people, not to encroach the tower and its line or touch any live parts of the line directly or indirectly.
With a total capacity of 200MW, the transmission line will enable the department of power to evacuate power from the 405MW Ranga Nadi Hydro Electric Project to Capital Complex including adjoining areas once the bay connectivity work at Hoj Power House is completed.
Resolve stapled visa issue: ACS
ITANAGAR, Oct 9: Arunachal Civil Society (ACS) has appealed to the Govt of India to evolve a mechanism to resolve the Stapled Visa issue with the Chinese counterpart within December 2014.
In a memorandum addressed to Prime Minister Narendra Modi and Union External Affairs Minister Sushma Swaraj, ACS demanded immediate initiatives for regular visa especially to the sports personalities from Arunachal Pradesh to participate in international event and also wanted to know the current status of the Stapled Visa issue.
The ACS said the sports department must give priority in sending the sports personalities from Arunachal Pradesh to any international sports event, especially in China.

ATA team calls on CM
ITANAGAR, Oct 9: Newly elected executive member of Arunachal Teachers Association (ATA) led by its president Tarh Yaku had called on Chief Minister Nabam Tuki on Wednesday to discuss various educational related issues.
ATA appraised the Chief Minister for proper infrastructure, teaching materials at schools and basic amenities like teacher quarters, drinking water and supply. ATA also raised the issue of transfer and posting of teachers during the mid academic session. The Chief Minister assured to look into the matter raised by the teaching community and stated that his government is committed for development of education sector in the state.

ITANAGAR, Oct 9: The Arunachal Pradesh Elementary Teachers Association reiterated its demand for immediate arrest of culprits involved in the death of Mathew Dabi, junior teacher who died under mysterious circumstance during the simultaneous election in last April. In a representation to the Secretary Home, the Association requested the authority to expedite the investigation so that justice prevails and culprits are arrested.

Clean green Itanagar is possible
Prime Minister Narendra Modi launched Swachchh Bharat Abhiyan on 2nd October amidst fanfare with a promise to make India clean nation by the year 2019. The much hype event was simultaneously launched across the country. In Arunachal, Governor Lt. Gen (Retd) Nirbhay Sharma flagged off the programme at Raj Bhawan. He also administered the ‘Swachchh Pledge’ to a mammoth gathering which included senior bureaucrats, government officials, youth, students and people from every section of society on the occasion. Social service was conducted in various parts of state to mark the day.
In the state capital various NGOs fought for the space to carry out the clean drive programme. As most of the local dailies remain closed on 2nd and 3rd October on account of Durga Puja, by 4th evening all the offices were flooded with press release of NGOs claiming their participation in the Swachchh Bharat Abhiyan. No doubt capital complex looked clean enough on 2nd but by the 4th October it was back to square one and streets were filled with litters. In compare to other cities, Itanagar is still relatively a small town. If all the government agencies carry out their work properly, capital complex can easily achieve the target of “clean green Itanagar”.

To a common man like me, the decision of the Government to achieve so-
If the Government believes that the decision is on rational ground, which it seems to be, than it has to be firm on implementing it without impunity. As public servants, decision of the Government has to be trusted and teachers should carry out their duties with diligence.
It is disturbing to note that we tend to smack something in every government decision. In case the decision of the Government is mala fide and unconstitutional, it has to be established and if proved, the authorities have to be held accountable. Until then, the decision has to be implemented for the benefit of the students and the education system as a whole. Bunch of renegades cannot be allowed to hold the entire education system and student’s career to ransom.

In my opinion, the Director Elementary Education is not the right authority to sign the orders of those teachers who opted to remain under the Director School Education, who deals with the Secondary and Hr. Secondary education of the state are serving in the concern schools.
Similarly, the respected D.E.E. also should not transfer out those teachers to Secondary
and Hr. Secondary schools who already opted for elementary education department.
Because such a move will go against the principles of 'bifurcation' of the directorate,
